I don't know about Vietnam. But in Burma,99.99% of people never eat cat and dog meat.(In fact Burmese are not a great meat eater and many never try beef and pork traditionally ) But I must confess there are a few who steal other's cats and dogs for meat. It is relatively common among low socio-economic class. I used to live in Yangon 8 mile close to a local police residential houses where poor police men's families live. We lost dogs and cats frequently. Eating cats and dogs is also a habit of some ethnic minors living in mountainous areas, but not true for the majority of Burmese. There is no such foods available in restaurants across Burma.
I don't know who Shahrir is.But he is patronizing Burma, showing that he has got an atrophic brain prematurely.When I see those south east Asian nations from Europe, these are more or less the same in terms climate, cultures and traditions.
